Fabcot Secures Approval for Major Mixed-use Development in Neutral Bay

Fabcot, the development arm of supermarket giant Woolworths, has received gateway approval for a significant mixed-use development on Sydney’s lower north shore.

The proposal, which has been in the works for about four years, envisions a transformation of the existing Woolworths supermarket at Neutral Bay into a complex featuring homes, offices and a basement supermarket.

The Sydney North Regional Planning Panel unanimously agreed that the planning proposal demonstrates strategic merit. However, four out of the five panel members stipulated that the proposal can only advance to gateway determination after modifications to the current plans. These changes include a reduction in the maximum building height to no more than 26 meters for six storeys and part 31 meters for eight storeys. Additionally, the panel emphasized that non-residential floor-space ratios should be maintained at a minimum of 1.8:1.

Moreover, the panel recommended that before the proposal goes on public exhibition, several amendments should be made to the Site-Specific Development Control Plan. These include removing a two-storey retail podium, reducing floor-to-floor heights, increasing some setbacks, and eliminating an additional 88 parking spaces to comply with North Sydney Council’s car parking controls. Notably, North Sydney Council has not supported Fabcot’s proposal.

The proposed development site, covering a total of 4207 square meters, is composed of three lots located at 1-7 Rangers Road and 50 Yeo Street, Neutral Bay, approximately 5 kilometres from Sydney’s centre. Currently, the site accommodates a single-storey Woolworths supermarket with an adjoining liquor store.

Fabcot’s latest plans for the site include a full-line Woolworths supermarket of about 3290 square meters in a subterranean level, ground-floor retail space of about 1470 square meters, and 2420 square meters of commercial space. This ambitious project aims to revitalize the area, providing modern retail and office spaces alongside residential accommodations.

This development marks a significant step in the ongoing transformation of Neutral Bay, aligning with broader trends in urban development that integrate residential, commercial and retail spaces. If successful, the project will serve as a model for future developments in the region, balancing the needs of a growing population with strategic urban planning principles.
